I just rinsed my EcoComplete in hot water for over an hour, and now that I fill the tank up, it starts foaming just a bit in various places on the surface. What does this mean? There's also a black dust film in some areas on the glass, I surmise that's from the sand touching the glass when I poured the water in quickly.

I know you may be thinking, why did I just rinse my EcoComplete? I'll explain, that's because it's old, and has no properties to grow plants anymore, so I just use it as a regular old substrate.

This kinda set me off, because I am just trying to set up my 20 long.

Inspite of rinsing there is bound to be somethings that is still in the substrate.
May be whatever organic in it has just gone crazy and is just foaming up.

Try cleaning it again or just remove the water and foam whenever it appears. It may go within couple of weeks, if not longer.

It disappeared when I added all the water and turned the filter on.
