Dwarf Puffer Tank Mates?

What are people's opinions/ experiences in keeping dwarf puffers with other fish? I currently have 2 dps in a 10 gallon and it still looks empty, so I'm considering adding a shoal of small fish like neons or mosquito rasboras. The tank is tall and the puffers spend most, if not all, of their time in the plants nearer the bottom, so could a shoal of fish that tend to stay at the top work? They currently live with about 8 red cherry shrimp which they have no issues with.
Thanks

even if they don't kill or bully the fish. the fish will have a lot of stress which leads to many different diseases. I would not get tank mates for your puffers.

I think your cherry shrimp are living on borrowed time unfortunately.

Ok thanks for the advice! To be honest, I originally put the cherries in because they were overpopulating my shrimp tank and I had nowhere else to put them, but now they've started to breed in the puffer tank too If I start to notice missing legs and whatnot I will move them back

Your puffers will certainly enjoy having something alive to hunt once they hit maturity.
