I'm getting a 29g tank and I'm doing an island aquascape similar to AQUAPROS latest video. I was wondering if I did like an inch of dirt then put a inch of sand over it, would the dwarf hair grass be able to root in the dirt and live?

You might need a couple more inches for it to grow good. Hairgrass sucks up nutrients very fast in my experience

I think a cap of 1 inch would be tough for the dhg to root into, my roots aren't that deep...
Then again, I've never used a dirted tank so not sure if cap that think is necessary?

If you're using dirt, a cap is definitely necessary or you'll release organic material into your water and make your tank murky.
IMO, one inch deep should be fine. If they're not doing well, maybe try some root tabs to encourage then to root deeper
