I have a dwarf gourami that has been happy and friendly in his aquarium. Cycled. A while back he got a swollen gut it looked like dropsy. So I have him salt baths and he was back to normal. Lately he has been getting a swollen stomach again and I have no clue what it is. I have put him in a quarantine tank for right now hoping he gets Better giving him salt baths because I know dropsy is part of DGD. Please give advice as to what I should do

Sometimes with dropsy "get better" but they actually aren't. In some cases, the fish "gets better" after being treated but a month or two later the fish gets dropsy again for no reason and dies.
This may not be the case though with your fish. How much do you feed your fish and how? Keep up with salt baths.

I feed my 36 gallon community tank two good size pinches of flake food. What is left after about 45 ish seconds I scoop up with a net

Can you tell us what your ammonia nitrites nitrates are? What size tank? What other fish are in the tank?
In my research into dropsy, it seems to come from a different issue that eventually harms the organs and causes fluid retention. It’s possible he’s old, or just has organ failure for one reason or another. He will probably pass away from dropsy, but doing epsom salt baths can help prolong his life by removing some of that extra fluid.
Sorry for your fish
