Hi. I have a 20 gallon high planted tank with a cascade hang on the back filter. Is that enough air for my fish?

you can go bubbler or power head to increase surface agitation which increases oxygen exchange

I have 1 gb ram, 8 cardinal, and 6 kuhli. I'm nota worried I guess, it's just that I don't really know what gives oxygen to the fish and don't know if it's enough. I bought them a week ago

They should be fine if you want to be safe then get a pump

More than likely. As long as you don't have a tight lid on it and its not COVERED with surface plants, a HOB is more than enough. Its the surface agitation that aids in the gas exchange and the tank being oxygenated.
