Do you vacuum the substrate or just the water? Both

What do you use to test the water? API master test kit but all the test tubes broke so I can't test parameters currently.
What are your parameters? We need to know the exact numbers, not just “fine” or “safe”.

Was your fish physically ill or injured upon purchase? He was really stressed and weak from his living conditions, but other than that, no.
How has its behavior and appearance changed, if at all? He has white patches and dots on his body.

(Please give a clear explanation of what is going on, include details from the beginning of the illness leading up to now) I was feeding my betta about 10 minutes ago when I noticed that he has white patches and dots all over his body. He is still active and eating very well. He's getting a bit chubby actually. I haven't introduced anything new into the tank except a few pieces of decor that had been sitting dry for months. I don't think I've had any fish with ich before. I don't know how this happened. Does he have ich?

There are a couple little white dots that you can't see in the photos. There's one on his fin and one under his chin.


Kristen is correct. This looks like a bacterial infection .

It definitely does not look like ich to me, there is nothing raised like a sprinkle, and all white is smack center on a scale.
Could it be a plain color change?
If there is a concern regarding bacterial infection, pristine water conditions should get him through, add an Indian Almond Leaf, low light.
A couple of days with Aquarium Salt may help as well.
