Does my betta fish have cloudy eyes? How do I treat it?

I’ve had my betta fish for about a year at this point, and over time his eyes have became cloudy. When I first got him his were jet black and I originally though it was his scales growing over his eyes as he’s a dragonscale betta (I got him from Petco, I know not the best place but I can’t order fish online). But now I’m not sure if it’s his scales and he still swims very well, finds his food very quickly, and his doesn’t bump into his decorations. He lives in a 5 gallon tank that’s heated and filtered. (His tank is at a constant 78 degrees Fahrenheit) So, does he have cloudy eyes and how can I treat it? Here’s what he looks like.

Dragonscales just get like that, unfortunately. I don't think there's a way to treat it, at least not that I have heard of.
