Does a dirted tank NEED a sand cap?

No, although it’s recommended.

I've seen them done without but I would have to say yes. There's just no other way to keep it clean. You'll have dirt and debris flying everywhere constantly otherwise. The tanks I saw with dirt and no cap were lightly stocked with rasboras that don't ever touch the substrate and had no other fish or inverts

3 inches of dirt capped with an inch of sand? That’s how high I usually have the substrate for my planted tanks.

There could be, but it’s unlikely and it makes planting easier and also allows for better root growth.
