Do I measure fish by bio load or size

Measure by both. Get 4+ more loaches. You could add a centerpiece fish. maybe a dwarf gourami??

Size X Activity IMO.
Bio load is important but maintenance pretty much cancels it out.

I'd add at least 3 more Kuhli's and 4 more Neons, then consider a centerpiece. Is it a long or high?

I have a 20 gallon with 5 Amano shrimp, 3 KuhlI loaches, and 6 Neon tetras. I looks very deserted. Can I get more and do I measure by size? or by inches?

Hello Keeper...

You can figure 3 to 4 small, adult fish for every 10 gallons of tank volume. A 20 gallon can support 8 smaller fish. If you're a good water changer, you can add a couple more.

It is 24x12x16. My other friend says that my tank is complexly stocked? I don't know who to trust.

Trust your own judgement, you feel it's bare? then likely you'd be able to keep more but keep in mind your fish will likely grow some more.

I know, but I don't want ammonia to be a problem

And I have Shrimp and a betta so they have to be Amano shrimp safe (Not including fry because they are hard to breed) and betta safe.

If you add fish slowly it won't be a problem.

I'd just add a few more Kuhli's and Neons then call it

The loach number is good but get 6 more regular neons to bump up the school. In a tank that small you only want on middle water shoaler.

I see a small problem with your tank though. Kuhlis and Neons really want different water temps. Neons prefer mid 70s, Kuhlis really want low to mid 80's. If you're okay with the temp not being ideal for either Id say add away. Id rather see something else though, whether it be trading out the Kuhli's for Corys or the Neons for Cardinals, etc.

If s/he keeps the tank a 78 s/he should be fine.

Kuhlis should be fine in the upper 70s. I too have a 20H, currently cycling. Let us know what you end up going with

It shouldnt cause MAJOR issues, but its not ideal for either fish really. Just like my tank. I keep it at 84 which is ideal for the GBR's and Kuhli's, a little warm for my Black Neons, but I'm okay with them dying a little early since theyre cheap enough and I like the look of them in this tank.
