Is it true that they will not show their color in high lighting?

It depends on the light and the color spectrum not the Intensity.
and NO FISH likes high light.

But is it true that they become dull under higher light? Since they come from shaded water

IMO I don't keep bright lights in my aquarium for an extended amount of time. I don't think they become DULL, but probably won't appreciate it. You could choose a less brighter setting, that might be more preferable to them.

I have never raised cherry barbs, so unfortunately I have no experience, but I have raised other species of barbs. Is there a reason you want a bright light in your tank?

How many hours of light do the plants receive? If you are keeping the light at a minimum it could be fine for the cherry barbs. I do not know if their color will change, I doubt it, but hopefully someone more experienced could help you. :)

Yep I hope. They are on a timer for 7 hours a day
