I have like 10 of these things in my 10 gallon. At under and inch long fully grown, and not active or territorial, or poopy, you could fit pretty much how ever much wanted in there IMO, they have less of a bioload than Neon Tetras.

I'm actually rehoming my Pygmies next week. They are egg layers, and pretty tricky to breed. I like the look of the Dwarves better, and they are having babies all over the place, so I need to make some room for them LOL

You can add fish when ever you want

I think a Java Fern off to the right side of the big rock would look nice.

well I heard the dirt can make an ammonia spike though, and that's exactly where I was gonna put it.

As long as your parameters are ok, then you can add the fish. Or you can do lots of water change with Prime to get them through the ammonia spike. PetSmart'll test your water for you.
