I have a filter cartridge in a cycled tank that’s been there from the beginning, probably 2-3 weeks ago I put another in right beside it. Could I just take the old one out and put it in another tank beside it’s filter cartridge or is it recommended to cut the cycled filter up and place it in a stocking or media bag

You can put the second cartridge, when you need to replace one, right beside the original.
I would let it sit in there for a good three weeks before removing the old one.
There isn't a recommendation, just preference. You can cut it up and put it into a bag if you'd like.
