I have been reading a number of books about keeping freshwater fish and there seems to be a conflict of advice when it comes to complete water changes. Some books say you should only completely clean a tank and replace all the water in cases of extreme disease or water quality issues. But other books suggest this should be done annually. Can anyone suggest whether I should do this to a generally healthy tank?

A complete water change sounds like a really bad idea. It's bound to stress out any creatures in the tank. You'd probably kill any really sensitive animals

Thank you. You have confirmed what I thought. It seems unnecessary to stress perfectly healthy fish.

In extreme emergencies, I would only recommend doing a 50% daily for a week.
