Circulation Question

Hello~

I have a 20 gallon planted aquarium with a Penguin 200 Bio-Wheel filter.
I have read on several sites saying that if you have just a filter, you may need a circulation pump. I thought they were mainly for saltwater/BIG freshwater aquariums...

So, my question, " do I need a circulation pump for my 20 gallon high planted aquarium?"
