Can I cap aquasoil with gravel to save money? And would the gravel fall to the bottom? I thought of it like a doritos bag where all the small chips are at the bottom,.

do you have a reason why?
It does perfectly fine without a cap and capping is just not needed.

Well what if I wanted to save some money and only used two bags of aqua soil and then gravel instead of say 3?

well having that weight on it turns it into a mush, I think mostly just dirted tanks need a cap

Maybe you could put the gravel on the bottom?

It defeats the purpose of using it.

Yeah, if you really want to cap it, use sand not gravel

Alright. What I think I might do is put some gravel in mesh bags to elevate scape instead of using solely aquasoil
