Help Can someone help me identify this

So I recently went out of state for 3 weeks, and my tank was left unattended the entire time. It doesn’t have fish in it (thank god) and it has a light that was set on a timer. I’m suspicious that someone turned the lamp off while I was gone, because I got back and all the plants in the tank was dead/near dead. There’s not a filter on this bowl. Either that, or the 3 weeks with no maintenance or water changes caused it to crash.

There is a weird white film on top of my driftwood and anubias, as well as parts of the gravel. I’m not sure what it is (fungus?), so if anyone could help identify what it is, I’d appreciate it. Thanks!

I’m with bio-film. Remove the wood and rinse it under the faucet and it should come off. Plants too!
