You can try ghost shrimp. What they will really take to is snails. They will also need snails or crustaceans regularly to keep their beaks trimmed down.

Spotted puffers are brackish, but can survive in freshwater for short periods. You really need to get some marine salt and a refractometer. You should slowly raise the specific gravity of the water over a few weeks if the puffers are in pure fresh water now. You should get the specific gravity between 1.005 and 1.010. Keep the increases in the specific gravity of the water to no more than .002 until you get it where you want it.

Having a pic would help to correctly ID they puffers you have. Green spotted and figure 8 puffers are unfortunately commonly sold as fresh water.

Sounds like your tank isn't cycled yet. I'm not sure it's a good idea to have puffers in a tank that hasn't been cycled. That could explain why they aren't eating. Are you familiar with the nitrogen cycle?

Yea, there should definitely be NO ammonia in there. Puffers will be super sensitive too because they are scaleless. Is he/she acting funny outside of not eating? Do you have another tank he can temporarily go in?

That's a figure 8 puffer btw, so low-end brackish (around 1.005+/-). They are awesome puffers! I would try all types of food, frozen krill, ghost shrimp was a great suggestion, various worms, ramshorn and/or bladder snails. It might also just take awhile for him to get comfortable and want to eat believe it or not. Watch it's belly.
