Hi I would like to set up my 72 gal bow front but my dry rock doesn’t come in for a while so can I put the water in first then the dry rock and sand?

Yea there’s no order just if you fill it up with water first turn off all your filters and pour the sand in then turn them back on it willbe cloudy for a while though

I wouldn't as there is no point to doing so. The dry rock (once the bacteria is established) is your primary filter in a saltwater tank. Adding water first and then sand will be an absolute mess. The best order is the rock first, then the sand and then the water. Adding the other stuff later provides more hassle and zero benefit.
