If you have a decent light and complete NPK fertilizer, it can definitely be done. I'm not home right now but I can get a picture of mine a little later Like Igor said CO2 is preferable, it's somewhat slow without it, but dosing liquid carbon will also help.
Alright! Here's the front section of my nano tank:
Substrate is soil based, dosing Nilocg Thrive, and using the Fluval spec stock lighting (which I will admit is designed for plants and far better than usual stock lighting). Just daily excel dosing.
They are more packed into the right because that's where the flow comes from and the indirect afternoon sunlight hits the tank on that side. It's not exactly what I would call a full carpet, but if I were to spend some time trimming and replanting to spread the plant out, it would be a carpet.
