Bump On Betta?

Does anyone know what this is? I noticed it about a week ago, and started doing more frequent waterchanges, (my go to when anything is wrong) but nothing changed. Anyone have any ideas?

He’s in a 5 gallon tank, heated to 78-80, 0 ammonia/nitrites, about 5ppm nitrates, fully planted tank. I feed him every morning exept when I fast him once or twice a week.

This one. Its kind of hard to tell in the picture, but its just a bump, every betta has it, but it looks almost swollen.

Looks like a normal swim bladder poking out. Normal for bettas. I don't see anything wrong with it. As long as he's acting normal, I wouldn't worry about it.

He’s acting pretty lethargic though, like just floating around at the surface, which he usually doesn’t do.

I would check to see if he seems bloated and if that's putting pressure on his swim bladder and go over the lethargy part of this guide to see if there's anything you need to fix:
