I am having a new tank of 16.83 US gallons of dimenssions as follows
leangth = 18 inches
breath = 12 inches
height = 18 inches
I am not going to aquascape the tank and want to know how to build a small sponge filter for it myself.

Just buy one unless you already have all the materials to make them I guess. They are very cheap though. ATI Hydro-Sponge can be had for less than $10 for that size of a tank. Most likely you would save money just buying it, but if you want to DIY because it's fun for you, They are not overly hard to make. Basically you just need a way to move water through a sponge and back out the other side. It can be done with an air pump powered sponge or a powerhead would work too. There are a bunch of videos and tutorials on the web that can give a better step by step than I can provide.

I know this is an older thread, but by "sponge filter" are you meaning the ones that go across the depth of the tank? Or the ones that are round and have a tube out the top?
The flat ones across the tank (correct me if I'm wrong) are called matten filters.

If you are wanting one of them, amazon has good prices on sponges to make them and DIYing is going to be much cheaper than any prebuilt ones I've seen. (Flip Aquatics has a video on how he makes theirs, that is pretty easy)

If you only want the round ones, then purchasing them will probably be cheaper and certainly easier.
