They wouldn't prefer one over the other, but a 10 gallon aquarium for tetras is way to small. Tetras need to be kept in either schools or shoals of at least 6. They need at least 20 gallons for most species.

A bubble wall or stone would be fine, though you don't have to have either if the filter causes some surface agitation. What species are you planning on getting?
