I have the same problem plant growth is suffering from it. As far as understand SeaChem PhosGuard will remove the silicates they need to form. When i get some extra cash I'm going to give it a try. I am also getting a silicate test to see if it is coming from my tap water.

Your plants also need phosphorous. Doing this will also hurt your plants. Have you tried reducing light times? Or raising the light higher? If that has been done, have you tried adding fertilizers/CO2?

Ferts are different than CO2. And believe it or not, they are very important. Do you run root tabs?
