Broken Tail? Neon Tetra Disease?

Hello. I've just recently purchased another Harlequin Rasbora. He's young and active, although it looks as if he's injured. It seems like he has no control of his tail, almost like it's broken. From above, it looks bent. His tankmate has something similar, but it isn't as severe. Both are still swimming with a bit of a struggle. Is his tail broken? Maybe Neon Tetra Disease? He was housed in a small tank with other Harlequins and some Cories after being quarantined.
*The pictures don't make it look as bad as it does right now.

Male and females tails are bent a little differently with the characins. Maybe that's it?

I think it iw a birthdefect. The whole shape of the fish is a bit different I'd say.

Thanks. It's been a day since he's been placed into the tank and seems to look much healthier, although his tail hasn't changed at all. Hopefully this doesn't have an impact on his lifespan.
