For now, you can put a sponge in the outtake.

What brand and model of filter is it? If there's not any sort of adjustment knob then there are diy projects for baffles that will work.

Some internal filters that provide aeration and filtration will do good in tanks that are small. It is good that you noticed the filter's power, many fish suitable for a 5 gallon thrives in slow moving water.

it says top fin 10 on it. I bought it as a 5.5 gallon top fin starter kit. I took my betta out and into his old home the 2.5 gallon for now

Darn, only models 20 and up have adjustment knobs. In that case, you may need to make one of the diy baffles. There are designs online but one of them I know from this site is made from an empty water bottle!

Here's the sticky on the subject:

can you guys suggest any other good filters though? one with low flow? no under gravel and I'd prefer no external or internal just hob filter

I use sponge and internal filters myself so hopefully someone will be along who can give you a good suggestion. In the meantime, how far below the your filter's outflow is the surface of the water?

it's above it. I thought that having it to its maximum height would reduce the current? am I wrong?

It might buffer the flow if the water has less distance to freefall before it hits the surface.
