Blue-Green Algea Trouble

My 10 gallon has been growing blue-green algae like crazy. While I can use a sponge to get it off the glass, equipment, and decor, I am having trouble getting it off the gravel, even while using a vacuum.
A little about this tank:

10 gallons
One betta
Topfin filter with spraybar (cannot remember the exact name)
Aqueon Submersible heater
Nicrew SkyLED light
3 java ferns
20 percent water change once a week
Lights are on for about 7 hours
Betta is fed a small meal everyday, never leaves leftovers

What can I do to get it off the gravel, and to keep the algae from growing?
