Help Black Neon Tetra looking glum

Hi I have a black neon tetra looking woeful at the top of the tank. I did a 20% water change this morning and it looks like he/she is hanging around at the surface area of the tank while the tank mates seem all normal. I know they are sensitive re ph and temp change but he/she looks down in the dumps.

Any ideas?

I'm sorry your tetra isn't feeling well. As jetajockey suggested, posting your test results for ammonia, nitrite and nitrate will help us a lot in trying to figure out what's wrong with your fish. It could be any number of issues, but most often when a fish gets ill it has to do with water parameters so getting those results will help.

One more question I'd like to ask. In your aquarium info it states that you have a 23L (6 U.S. gallon) tank which is stocked with 3 black neon tetras, 1 cardinal tetra, 3 guppies, 2 pristella tetras, 1 bristlenose pleco, and 1 red cherry shrimp. Can you please verify that this is correct?
