Betta Fish Is Sick Help

    What is the water volume of the tank? 5 gallon but currently lowered to try to help him get oxygen
    How long has the tank been running? 2 weeks before I got the fish so well over a year
    Does it have a filter? Yes
    Does it have a heater? Yes
    What is the water temperature? Kept around 75 to 80 degrees Farenheit
    What is the entire stocking of this tank? 1 male betta
    Maintenance
    How often do you change the water? Was doing 25% every week. Currently doing 50% every other day
    What do you use to treat your water? Aqueon water conditioner
    Do you vacuum the substrate or just the water? Substrate as well
    *Parameters - Very Important
    Did you cycle your tank before adding fish? Yes for 2 weeks
    What do you use to test the water? Basic kits from pet store. All parameters were normal last checked a few days ago. Currently dont have any tests but will get some and update soon.
    Feeding
    How often do you feed your fish? Once a day
    How much do you feed your fish? Usually 5 to 6 pellets is all he can eat in 5 minutes
    What brand of food do you feed your fish? Betta micro floating betta pellet food
    Do you feed frozen or freeze-dried foods? Have fed freeze dried blood worms
    Illness & Symptoms
    How long have you had this fish? A year and 2 months
    How long ago did you first notice these symptoms? 2 weeks ago
    In a few words, can you explain the symptoms? Extreme lethargy. Not eating.
    Have you started any treatment for the illness? No
    Was your fish physically ill or injured upon purchase? No
    How has its behavior and appearance changed, if at all? Explain your emergency situation in detail. Two weeks ago I noticed my fish was laying on the bottom of the tank and was not interested in food. He would also swim extremely quickly around the tank for really short bursts, sometimes crashing into the sides. I went to the pet store and they said he was stressed or bored. I did a complete water change and got him a mirror which he did not react to. Now he's worse and actually lies on his side at the bottom of the tank. He hasn't eaten for multiple days. I lowered the water in the tank to try to help him reach the top for air which he does sometimes. It also looks like he has something growing on the tip of his fin. It's white and looks fuzzy.     The white fuzz could be ich. Does it look like he is sinking? If so, he could have swum blatter disorder.
