Betta bowl fog?

So my girlfriend has two Betta's, each in their own one gallon bowl.( I know, this isn't enough room, she just has no space in her apartment, I'm probably gonna buy her a 3 gallon or 5 with a divider.) anyway, she uses the same water and same conditioner for both, but one bowl is always clear and the other lately has been fogging up pretty badly pretty quickly. I mean intense fog, like right now you can't even see through it. Why's this keep happening?




As an edit: the water is very hard here, but the other bowl is always fine. And she feeds both the same amount

No heaters, nothing else in the bowls

In the water itself




Before I got into fish keeping I used to have Betta's like that and I never got this kind of cloudiness

Is the cloudiness white or green? White cloudiness is usually a bacteria bloom. Green cloudiness is usually an algae bloom and can indicate the bowl is getting too much light.

It's white. I'm just confused cuz there's no different factors between the two bowls
