Best plants for cold water tanks

I'm looking for recommendations for plants for my cold water tank. I've lost several and I think I made poor plant choices based on dubious advice from my lfs. This is

What livestock do you have (or are you planning on getting)? That might impact what's going to work for your setup - duckweed is very tolerant of cold water, but goldfish consider it to be salad, for example.

Oh yeah, marimo moss balls naturally live in colder areas in japan.

I currently have minnows. Temp is currently around 21° and I'm gradually reducing it as I was told it was too high for them

21 degrees celsius isn't too high. Unless you want to save electricity or something you can continue to keep them at that temperature.
