I have been reading this forum without posting or register for a while.
I have some questions
I will post my plan, and my question

My plan : (this might be not a good plan, sorry, please forgive me and give some advice)
1. buy a 24 inch tank with corner filter, oxygen pump, a lid, a light source, and a heater
2. I aI'm for several fish including
- 3 ram cichild
- 15 cardinal tetra
- 2 dwarf gourami
- 2 corydorus
- 4 guppies
3. use Tetra Safe Start Plus
4. use Seachem Prime
5. mix the water in the tank with both Tetra Safe Start Plus and Seachem Prime
6. wait for 10-15 minutes
7. put fishes in the tank
8. done

Question :
1. are these fish can be together?
2. are there too much fish?
3. what else can I put in?
4. how to properly use Tetra Safe Start Plus and Seachem Prime?
5. how long will Tetra Safe Start Plus and Seachem Prime take effect?
6. what should I do?
7. is the heater necessary?
8. what else should I be aware of?
9. can I put Tetra Safe Start Plus and Seachem Prime in and then wait for few minutes after that put in the fish?
10. if not, what are other ways to make nitrogen cycle quickly?

I might be overstock so sorry about that if I know I will buy less fish

OK. Guess I'll start at the questions.

Question :
1. are these fish can be together? In theory yes. A 24 inch doesn't provide enough information on tank size. Provide more info.
2. are there too much fish? See Q1
3. what else can I put in? See Q1
4. how to properly use Tetra Safe Start Plus and Seachem Prime? I'd stick with the instructions.
5. how long will Tetra Safe Start Plus and Seachem Prime take effect? Quickly but they only last 24-48 hours as a detoxifyer
6. what should I do? Slow down
7. is the heater necessary? Yes.
8. what else should I be aware of? Alot.
9. can I put Tetra Safe Start Plus and Seachem Prime in and then wait for few minutes after that put in the fish? No
10. if not, what are other ways to make nitrogen cycle quickly? None

Answers may seem a bit brash but they need to be. If you set up a tank and put all of those fish in 15 minutes later they will most likely suffer or worse.

I am concerned with the research you've implied you have done when one of the questions is whether you need a heater for the fish you want. I think you need to look into the fish you want and their requirements a little better.

Take a breath. Step back. Wait. Your tank needs several weeks, probably 5-6 minimum to cycle without fish. Nothing good happens quickly in fish tanks.

Get the tank. Fill it. Get your filter running. Add an ammonia source and let it cycle. Then slowly add fish.

You can add things like stability etc to aid cycling time but I have reservations on their claims and worth. Nothing beats time

the tank size is about 16-17 gallon

I agree with the above 100%. Doesn’t seem as if you’ve truly researched. It’s important to look even for information that negates your personal goals. For example, if you are trying to see if those fish work together, don’t just cherry pick the results/answers that validate your wants. Pay attention to the advice/“research” that shows why they Don’t go together.
Before I add fish I always check their care requirements and schooling preferences which you def should do, as some, like the corycats, want a school of 6+. Also if you just google an aquarium stocking calculator there’s a great one (I’ll look up the name of you like) that will let you input all your tank details and fish and it gives great advice about stocking levels and fish requirements.

1. are these fish can be together? Yes, but not in this size tank (16g). These fish together you'd need closer to a 29 gallon tank or larger
2. are there too much fish? Yes
3. what else can I put in? Nothing
4. how to properly use Tetra Safe Start Plus and Seachem Prime? Unsure, the directions should walk you through it. I unfortunately don't use either product currently
5. how long will Tetra Safe Start Plus and Seachem Prime take effect? Unsure, the directions should walk you through it. I unfortunately don't use either product currently
6. what should I do? Research a little further on some types of fish. You can probably do a trio of guppies, maybe a DG, and some shrimp? Most fish need much larger tanks.
7. is the heater necessary? Yes
8. what else should I be aware of? Tanks smaller than 20 gallon really limit your options for types of fish you can have so you have to get creative when stocking
9. can I put Tetra Safe Start Plus and Seachem Prime in and then wait for few minutes after that put in the fish? Again, unsure I don't use these products
10. if not, what are other ways to make nitrogen cycle quickly? If you can find someone with an established tank you can "seed" your tank by taking a piece of their filter media

That list of fish would really be too much for a 29 gallon tank as well. Just the 15 Cardinals alone is too much for a 16g tank.

That's too many fish and u should probably cycle the tank even tho you use safe start cycling will make the tank more stable when the fish go in

Neyndusk , are you in the states ? If so, is there a PetSmart nearby?

I ask because they have Top Fin aquarium sets for 50% off. I suggest either the 29 gallon or 37g tank to start off with.

#1 Are you speaking of Bolivian rams, german blue Rams? If so, I would advise not to add them until tank is fully cycled. If you have corydoras, I recommend keeping 5 or more. They like to be in groups.

#4 I advise to research "fishless cycle". Tetra Safe Start (aka TSS) works to help "jump start" the cycle, or give it a "boost" at the beginning. It does not instantly cycle a tank. I've used it before and it worked for me, but I had realistic expectations of what ot was going to do. Also, it needs an ammonia source to work, while getting a fishless cycle going.

#5 Seachem Prime instantly dechlorinate the water. TSS does not instantly cycle a tank though. No product will, even if it advertises it does. Any bacteria in a bottle needs to settle in the substrate and the filter media, then start colonizing. Technically fish can be added, sure. But constant water changes will be in order to keep up with the ammonia and nitrite spikes.

#6 research the nitrogen cycle, fishless cycle, ich life cycle and read this thread here on the forum in its entirety "LINK". It covers the basics on filtration and adding DIY media to your filter and methods for not losing your beneficial bacteria.

#7 depends. How cold will the room get this winter? That will help determine need for a heater

#9 yes, but tank won't be cycled and you will be doing large water changes a couple of times per week to fight the spikes of ammonia and nitrites.
