I'd say a 20 long is kind of bare minimum for those guys. They get relatively large - you see them in the stores as babies and juveniles, but a full grown BanggaI made me gasp in surprise the first time I saw one.

Can a BanggaI Cardinalfish fit in a 10 gallon tank? If so is there any specific requirements
No. BanggaI are recommended for a minimum of 30 gallons (although 20 gallon long could work if you want to push it).

If you are looking at suitable fish for a 10 gallon the following will work:

Firefish
Small Gobies (ie Rainsford/Court Jester, Neon, Clown Goby)
Possum or Pink Streaked Wrasse
Tailspot Blenny

I’ll echo everything said. A 10 gallon saltwater tank can only house 2 and maybe 3 small fish.
