Yes, that's ich.
You'll need to turn the temperature up to 84 - 86 for a while, and see how it goes.

It looks like it could be ich. You can treat with meds, or use the heat treatment. I you use meds, don't forget to remove your carbon, since carbon removes meds from the water.

For the heat treatment you need to slooowly raise your tank temp to 86 degrees and leave it there for two weeks. You will need to do daily water gravel vacuumings (to remove the ich spores that fall into the gravel). Then after two weeks, sloooowly lower your tank temp to it's normal temperature.
