I know that most puffers are aggressive but i've heard that amazon puffers are the exception. has anyone had experience keeping this fish in a community tank? here are my tank specs below:

40 gallon breeder planted tank with manzanita wood
apistogramma 1 male 3 female
neon tetras 15 of them

Not at all. Maybe for someone did work mixing them but it's more of question until when... puffers should be kept in species only tanks.

There are some cases where people manage to have communities with puffers, like Aquarium Co-op, but he has a massive puffer with a bunch of fish that are tiny compared to him.
I don't remember what kind of puffer Murphy is though

MBU puffer them in that large tank you can have smaller un aggressive fishes

Idk about Amazon puffers, but I have dwarf/pea puffers currently sitting in fish jail (breeder box) since they bit off all my other fish's tails. Their own tank should finish cycling by the weekend, so I'll move them over then.

But no matter how cute and chubby they look, they're mean....
