Depends on the species of Apisto, but yes, some are fine in a 10. Apistogramma borellii is a fairly small species that doesn't mind smaller tanks if well planted. Most others I would recommend at least a 15 gallon tank. I also would not recommend pairs with many species, but trios at least. However, I have bred many species as pairs that I shouldn't have, but there are tricks involved.

I wouldn't consider them a hardy fish, but I wouldn't say that they'll die quickly, either.

Apistogramma Borellii are one of the more "forgiving" apistos. They are a bit more hardy than some other apistos. I always kept mine at 76 degrees. Neons prefer cooler temps as well (probably even cooler than 76).
Be sure to provide several caves for them.
