Is that where the light doesn't reach because of the infuser?

"Carpet" seeds, right?
They aren't actually carpeting plants and don't readily spread by runner like true carpeting plants. Often the plants are not fully aquatic and may melt after submersion

When I saw the leaf structure and lack of runners, I thought the same thing.

It's a shame, within a few weeks the whole thing will be nothing but stem plants. :(
