I think only if it has a chunk of the rhysome left with it.

It might. It looks upside down. But if it’s not decaying there is no harm in just letting it sit or float around and see what sprouts. I’ve had plants completely melt away, only to come back strong. Annubias is pretty slow growing, but that root and rhizome are not supporting anything, so new growth may be quicker than you think.
