What are the dimensions of the 40? Need to know if it's a long or tall.

In that case, the possibilities are endless. A school of rainbowfish maybe? Also, a school of hatchetfish, or a couple pearl gouramis.

I would actually do bigger tetras with an angelfish in there... like congo tetras

Kribensis maybe? Could you fill out your profile so we have an idea what fish you do have and can work around that?

I got otos and my territorial rams mostly ignored them. They seem to have a knack for going incognito. They also have a pointy spine that makes them hard to eat. (If cardinal tetras are edible.)

IMO, otos aren't very interesting but everyone else seems to like them.

That's probably more for function than form though. They eat algae, what's there not to love?? Angels have been known to eat anything that fits in their mouths... that might include 2" tetras..
