I’m trying to plant a 60 gallon tank with the dimensions (L x W) = 48 in. by 13 in. (122 cm. by 33 cm.) I was wondering how many liters of of ada amazonia i’d need to get a good amount of substrate for some plants like vallisneria spiralis and Red Ludwidgia

Probably about two inches would be fine, but let's try to calculate that in liters.
You would probably be safe by going with 100 pounds of substrate, or 45 liters.

I would go a little over that limit just in case you need more.

    That sounds expensive

Well, if it's for a good cause, it's worth every penny.
