This algae on the substrate shows up a couple days after I siphon my sand, along with algae on the leaves of my plants. How could I control/get rid of it?

Look up Cyanobacteria not algae. Is that sponge filter your only flow in the tank? That could be part of the problem. How often and how much do you change water?

I change the water about every week and I also have a HOB filter on the other side by the plants

It is definitely Cyano and not algae. I think blackouts are how to get rid of it? I used to have it until I started doing 50% weekly water changes, Have not had it in years now. Search Cyano in the search bar. You will come up with 100s of threads on how to get rid of it. ;)
