Air pump for 5 gallon?

I've got a 5 gallon Top Fin Retreat tank with my betta and 3 amano shrimp in it. There's dwarf sag, monte carlo, a java fern, and some ludwigia super red mini in it as well. Thing is, I'm getting a film over the top of my water and I adjusted the filter outflow to blow at the surface to break it up, but it makes it hard for my betta to eat as it pushing the food all over and his floating betta log as well. So I was looking at getting an air pump with a small airstone to go in the back under the gravel. Problem is, the one 5 gallon air pump I've seen is way expensive and isn't being made anymore apparently (Top Fin Air 500).

So, would getting a 10 gallon air pump be okay? Would it be too much? Is there a way to regulate how powerful it is? I was reading about gang valves but am confused as to how they work and how to set them up.

Aquarium Coop has a small pump for around $10. Check out some youtube vids about using a bleeder valve to control the air flow.

Also a fan of these. This is the AP-2, expect the AP-1 to be lower priced.
