Adding new substrate to existing aquarium

I've recently purchased a aquarium and set in all of the substrate and started planting the carpet plant seeds, but I've forgotten that I've also purchased power sand basics S from aquatics warehouse. The seeds have already set their roots, is it still possible for me to add the power sand underneath the existing aquarium. (The water isn't added yet)

Um ya I would say you could probably do that but be carful do not rip the roots and try place it as close as possible to it's original spot
