I'm making a new setup for my 2 african clawed frogs. I really want to do black sand with some swords, anubias, and maybe some of the easier stem plants (no java ferns!!). Any advice on plants and how to keep them in the substrate is greatly appreciated. Will be using a 20g long. Thanks in advanced.

Stick them into the substrate and let them grow roots. That will hold them in. Some might float up but those are usually the once you can have them develop some roots while they float . Then put them back in and they will stay put.

They will be fine with root tabs.

For the Anubias, don't bury the rhizome or it will rot. Usually people attach the rhizome to a rock or driftwood so it will stay in place. The roots can be buried, but not the rhizome. :)

I think I'm going to do a layer of eco complete covered by river rocks and the anubias I love gluing them onto terracotta pots but I might just stick some into the rocks.
