6 Indian Pea Dwarf Puffers, tank help and switching from Gravel to Sand!

So before it was moved to another thread, I was talking about one of my fishies dying, and I think it might have been from overeating. I am only basing this off of what I have found online so I have a few questions, any help would be appreciated.

1. My fish seems to eat everything in sight for about 3 minutes when I feed them, then they let the rest of the Frozen brine shrimp fall to the bottom of the tank. That is when I change their water and clean out the un eaten food/dead snails. My question is, as of right now I am feeding them frozen brine shrimp every other day and I keep about a dozen healthy snails in the tank to feed the one who only eats snails, is that too much food in the tank for ...5(instead of 6 now :<...) Indian Pea dwarf puffer fish? Should I feed them less? A few of their little bellys get SO big after they eat and I have read that they can pop or overeat until it damages their bodies?

2. I have heard so many different things about changing filter media, and I might be confused. Is filter media the piece that comes out that you rinse off? Looks like a pad? If so, should I EVER change it? At anytime or any reason, should I change the filter "media"? I rinse it off a few times a week, is that too much?

3. One of my fish is afraid of me and a different, lighter color that the rest of them. four of them (and the one who died) will greet me at the tank everyday and when I come home for lunch, they even watch tv with us (which is amazing), but one of them stays in the back and will swim like a psychopath away from me in like 5 different directions if I come near the tank, normal? He eats when I feed and swims around normally but if I go near the tank, we spazzes out and he doesn't seem to go near the other fish unless he is feeding.

4. The snails move along the sand and the sand sticks to their bodies, then my little guy eats them. Will the sand stuck to the snail bodies hurt him? Is there a better way to feed him snails?

5. What plants do you think I should put in the tank, I only have silk plants right now and would like to put one in the tank for the little guy, he tries to eat the fake plants sometimes.

6. What temp should my tank be at, should I temp the new water before putting it in during changes (I have been but I think my thermometer is wrong), do you recommend a certain thermometer for tempting the new water for changes?

7. What should my levels be at for 5 Indian Pea Dwarf Puffers? I have been told so many different numbers by so many people. I am to understand that Ammonia and nitrites are very bad and should be at 0 and Nitrates should be somewhere between 20 and 40ppm? My Ph is consistently between 70 and 80. Where should they be at?

Sorry for the book but we are trying desperately to save the 5 from the same doom our sixth one fell to and would love any info you have to offer. Thank you in advance!

EDIT**

I also forgot to ask, how many drops of prime and stability should I put in if I change about 10 gallons of water everyday? The directions on the bottle say blank per blank gallons, but it doesn't state if it means total in tank or water being added. So if I get a dropper, and change ten gallons of water every day, how many drops of each should I use for the ten gallons?
