I found two.25 gallon fish bowls, is there something that can put in them?
goldfish crackers. But seriously if you plant it you could have a couple shrimp or some pest snails.
Pretty much nothing. You could add a few small plants and put some small shrimp or snails. Sit it on a windowsill.
Would that be permanent, if so what type?
Maybe cherry shrimp because they have beautiful colors. Look up pictures and be amazed!
Yeah and when they reproduce the shrimplets will swim to the puffer’s side and be a tasty snack oh sorry I had two tabs with two threads open I was planning of putting some in my tank anyway, how many two?
If you get 2, they may reproduce. This could be good for any other fish you have. Live feeding the young will be healthy for the fish and keep the bowl healthy. Are you thinking of using the Walstad method?
What is the walstad method?
I am pretty sure it means that the plants are the filter and there is no heater. It is self sustaining. The shrimp feed the plants and the plant matter feeds the shrimp

Daphnia? Other than that, snails and shrimp would be your best options.
