15 Gallon Stocking ? Isit Fine ?

hi I had 15 gallon tank , 24 inch by 12 inch by 12 inch planted tank. It houses 6 harlequin rasboras and 4 black phantom tetra and 2 rosy tetra (the local lfs guy had only 4 phantom and mistakenly gave 2 rosy ) can’t return rosy as here in India they don’t take returns .

Can I add 6 neon tetra which I have in another tank to it , or it is too crowded already ?

I personally do know about neons in a 15 gallon, I have always followed the fact that they needed 20 gallons because of their activity.
For the harlequins and black phantoms, I wouldn't have both of these fish together in a tank this size, it's a bit too small.

You are overstocked, this tank isn't large enough.

Ok what size would be appropriate for all , I am planning for bigger tank ( 36 inch by 15 width by 12 height ) or ( 30inch by 15 width by 15 height ) both roughly 29 gallons
