As from as I know, it's actually for stocking tanks but it's such an obscure rule that nobody really advises to use it. For example, would you put a 10" pleco in a 10 gallon tank? I hope not. Also, are 5 2" platies equivalent to 5 2" goldfish? No, because goldfish produce a lot more waste and need larger tanks as a buffer to control the waste build-up. As for water changes, many people base it on how quickly the nitrates build up. If you want to keep your nitrate at about 10ppm and the fish produce 10ppm a week, you'd want to do a 50% water change each week (or 2 30% water changes). I hope this helps
