    The white clouds my be a bad Idea with them since they prefer Colder water temperatures where as the neons prefer warmer water. I don't know about the shrimp and Cory's though.

    Yes you should do regular water changes. You can experiment with how often and how much you change. Just figure out what works best for your schedule and your aquarium. Some people do 50% by weekly personally I do 25% weekly that works best for my aquarium. Just figure out what works best for you.
