    It's highly possible they are breeding but eating all the eggs before you find any, the eggs can be hard to spot and generally even if they do hatch the baby goldfish will get eaten before they become visible in the pond, unless the pond is pretty large with lots of plants, rocks and hiding...

    Nice. Almost looks like an endangered magnificent ramshorn! I could be wrong, but the little lines/shell ridges made me think of them, but I'm not sure how to tell them apart (we don't have them here in Australia, and they're extremely rare where they do come from).

    The best treatment I've found for any snails is a product called 'Blue Planet Snail Rid'. It probably has copper sulfate or something similar in it (I can't remember exactly), but it's very quick and easy to use, you treat once, wait a couple weeks for any eggs to hatch, and then treat again.

    Only at night, I think that's the clue -they come up for air at night, usually up the sides of the glass, but they often do that floating thing to eat particles from the water surface too, so I'm guessing yours probably just does it to get air.

    'ghost shrimp' AKA 'glass shrimp' are not a species as such, but a common name given to any clear shrimp. So yes, it is a 'ghost shrimp', but the species could be anything. Some species have big claws, others are more like clear cherry shrimp, just with a slightly different shaped body.
