Just thought I'd give the conclusion:
All fish doing fine. Came good in her own time, spent another week on the bottom, but more active now.

You can try improving his diet to a high quality fish food and some blood worms. Also, of course, changing the water more frequently.

I believe the question was the safest way, not the fastest way.
My preference would be using pure ammonia to cycle a tank of gravel, substrate, decorations and filter(S). Then adding any plants. Then adding the fish slowly.
